Promoting quality RH/FP through centers of excellence (CoE) and expanding RH/FP/PAC strategies

Scale-up the FP/RH nationwide, expanding services and the same time maintaining the quality is an important goal of SUSTAIN. To ensure and encourage continuous quality improvement on provision of FP/RH services SUSTAIN developed criteria of quality care facility – Centers of excellence (CoE):
• High volume
• High impact (high level of recognition and influence)
• Existing Contraceptive Method Mix (Adequacy to facility type)
• Adequate resources (human, technical, infrastructure)
• Management support/high motivation
During the program implementation SUSTAIN will be selecting and nominating CoE - centers providing and promoting the best practices in Family Planning. After nomination these clinics will be equipped with appropriate tools and equipment to serve as learning laboratories. These learning centers will be a platform for replication of FP/RH best practices and a concept of supportive supervision.

Existing Centers of best Practices in Family Planning to date:

1. Batumi branch of Aldagi BCI “My Family Clinic”
2. Kutaisi Regional Family Medicine and FP Training Center named after D. Nazarishvili


1. The first clinic of Aldagi BCI was opened in 6 February, 2006. Since 2008 in “My Family Clinic” network there are involved three clinics in Tbilisi and one regional clinic (in Batumi).
Batumi branch of Aldagi BCI “My Family Clinic” was opened on 8 May, 2008. It unites primary and secondary levels of the health care: insured patients can receive here consulting services from highly qualified family doctors and health providers and may also have all needed laboratory testing and instrumental examinations. Every day the clinic provides services to approximately 120 patients.
Maternal health is the major priority for the clinic. Two obstetrician-gynecologists and one mammologist provide services to women. Patients can also have ultrasonic examination, breast examination and free consultations with family doctors on family planning issues.

Family planning services and contraceptive methods are available not only for insured patients, but for each visitor of the clinic.
The quality of provided services and the level of patient's satisfaction are permanently monitored in the center.

"Kutaisi D. Nazarishvili Regional Family Medicine and FP Training Center" is located in the old part of the city, in a territory called town-museum.

Short history of the center:
In 1892 well-known doctor and the public figure, doctor of medical science, D. Nazarishvili founded the first free medical facility for poor people. After his death, according to his testament, the hospital was inheritied by poor people and since then worked as free medical facility.

2006 was especially important for the following reasons:
• Within the "Primary health care" project financed by World Bank the building of the center was fully reconstruced and rennovated - it was equipped with new office furniture and medical equipment. World bank had also provided all needed inventory and materials for educaltional and training process.
• In 2006 Minister of Labor, Health and Social Affairs of Georgia officially opened the center. 2008:
• From 2008 by assistance of JSI "Healthy Women in Georgia program" operates the center's web-site. 2010:
• In 2010 JSI SUSTAIN porgramme nominated the center as the Center of Exxelence and equipped it with needed inventory. This kind of assistance will make efficient both clinical and training activities of the center.
"Kutaisi D. Nazarishvili Regional Family Medicine and FP Training Center" Ltd has gained a rich experience over the several years in training of family doctors and nurses of the general practice.
• "Kutaisi D. Nazarishvili Regional Family Medicine and FP Training Center" provides ambulatory services to 35 000 Kutaisi residents. These services are delivered by 17 brigades (each brigade includes one family doctor and one nurse) and the team of highly qualified health providers.
• In 2003 within the training program accredited by JSI "Kutaisi D. Nazarishvili Regional Family Medicine and FP Training Center" started training for family doctors and lately for nurses. For today the total number of trained doctors and nurses equals to 172 and 175 respectfully. All of them passed certification exams. presently they cooperate with various insurance companies within family planning programs.
• Experts of Quality Approve Team (QAT) under Ministry of Labor, Helath and Social Affairs of Georgia gave a very positive appraisal to educational process in the center. The center is accredited for 36 residents.
• "Kutaisi D. Nazarishvili Regional Family Medicine and FP Training Center" tightly cooperates with the JSI SUSTAIN program financed by United States Agency for International Development (USAID) in Family planning, pregnancy supervision, supportive supervision (SS) and other projects. Within these programs women of the reproductive age get free consultations on family planning issues and are provided with free contraceptive means. We can track the monthly increase in number of service consumers.
• The registry of the Family Medicine Center is fully computerized. Number of first and second time visitors is precisely recorded. Using this computer system the staff together with brigades develops the next screening examination schedule.
• Kutaisi Family Medicine Center is a basic medical facility for several insurance companies that plays a significant role in increase of the patients' volume.
"Kutaisi D. Nazarishvili Regional Family Medicine and FP Training Center" is a leading training base in Imereti region by number of trainers, the level of their qualification and expertise.

In regard of the number of trainers our resources are as following:
• 11 trainers - family doctors;
• 10 trainers - nurses of the general practice We must mention that each trainer conducts very active clinical practice. Center has a library equipped with audio, video and printed educational materials as well as the 24-hoour internet services that provides unlimited access to up-to-date information fro both students and the staff. Training center possesses unique moulages that are very helpful in gaining new knowledge and improving clinical skills. In this regard the center has no analogue in the region.
